DECLARATION OF POLICY OF THE
CHILDREN’S HOME SOCIETY OF WEST VIRGINIA

I INTAKE
The primary objective of the Society is the placing of infants and children in adoptive homes. It is also necessary to provide temporary care for homeless and dependent children within the Davis Child Shelter.
Accommodations are available in the Shelter for forty children from six to 14 years of age. Pre-school children are cared for in boarding homes.
In general, admission is restricted to children whose “I-Q” is 90 per cent or above, as determined by psychological tests such as the Bellvue Scales or other standard tests, and who are not suffering from serious physical handicaps, chronic diseases or emotional disturbances of so grave a character as to require care by additional personnel or by persons specially trained in the treatment of mental or emotional disorders.
The agency will give prompt consideration to any welfare agency, court, family or individual requesting assistance for a child in the Davis Child Shelter provided the applicant is willing to cooperate in regard to the length of stay of the child, home vacations, visits by parents, guidance, type of education and future plans, and will provide sufficient case history in writing to enable the Society to effectively care and plan for the child.
II PLACEMENT
The policy of the Society is to place in foster homes as soon as possible all of the Society’s wards and children under temporary custody of the Society.
At the Society’s discretion, any child at the Davis Child Shelter under the custody of any other agency or of the court may be placed in a foster home selected by the Society.
When such placement is made, the expense and supervision thereof shall be provided by the other agency or court. In the event said agency or court does not elect to assume financial or supervisory responsibility, the Society will request custody of such child.
III RESPONSIBILITIES
All financial responsibilities and care are assumed by the Society for those children who become its wards.
When the children are placed in the Davis Child Shelter by other agencies, individuals or by parents able to pay, they shall accept the following responsibilities for the care of each such child:
- Housing and board $50.00 per month.
- Medical and dental costs (Including preacceptance medical examinations and shots.)
- Adequate and suitable year round clothing.
- Education fees, etc.
Special arrangements are made with parents unable to pay in full and also to cover the special needs of individual cases.
The Society will exercise as much care as possible in preventing children from running away, the placing agency for their return. Members of the staff of the Society will be available to return such children to the Davis Child Shelter, but the placing agency or individual must assume all expenses of the trip for such return.
